Why this category needs a separate verification flow

Wi-Fi smart plugs are a high-volume, high-return category. Retail price in the US is between 8 and 18 USD. The bill of materials is dominated by the Wi-Fi module, the relay, and the AC-DC converter. The UL or ETL mark on the back is the only piece of paper that lets the product clear US customs into a retail channel without a stop-sale. That creates a strong incentive to copy the mark.

Ethan Wu here. I am conservative on electrical safety claims because the failure mode is a house fire, not a return. Three things can be wrong on a Wi-Fi smart plug that carries a UL sticker, and a buyer who only looks at the sticker will miss all three:

  • Copy UL or ETL mark. The supplier prints the mark on the housing without a real file number. The mark looks correct, but the file does not exist in the UL Product iQ or Intertek ETL directories.
  • Holder mismatch. The certification holder is a Chinese trading company, not the factory. If the holder goes out of business, the certification is no longer valid for the importer of record.
  • Creepage and clearance failure. The line-to-neutral spacing on the PCB is below 3.0 mm required by IEC 62368-1 for basic insulation at 250 V AC. The product passes a basic hipot test but fails a caliper measurement.

What separates a supplier claim from real evidence

Before the verification steps, a useful frame. There are four tiers of evidence on a Wi-Fi smart plug order, and the buyer needs evidence from at least three of them to feel confident:

  1. Supplier claim. A statement from the factory that the product is UL listed and IEC 62368-1 compliant. This is the weakest tier. Treat it as a starting point only.
  2. Public lab database. UL Product iQ or Intertek Directory showing the file number, the holder, and the model. This is a real public document and can be checked in five minutes. UL Product iQ page may return HTTP 403 from this VM but the lookup is real and works from a US IP.
  3. Private lab test report. The IEC 62368-1 CB test report or the UL 62368-1 report, held by the certification holder. This is the strongest evidence before shipment but it is not public; the buyer has to ask for it.
  4. Buyer-side measurement. A 5-piece caliper measurement on the actual production units. This catches production drift the test report did not catch.

Five verification steps from file number to FCC ID

  1. Get the UL file number or the ETL certificate number. Ask the supplier in the first email. A factory that cannot produce a file number on the first ask is on the grey line. Write the file number on the PO.
  2. Verify the file number on a public lab database. UL Product iQ at productiq.ul.com or the Intertek Directory at intertek.com. Confirm the holder name, the model number, and the standard (IEC 62368-1 or UL 62368-1). The database entry is the strongest public evidence.
  3. Read the IEC 62368-1 test report. Ask the supplier for a redacted summary. The summary should list the working voltage, the pollution degree, the material group, and the measured creepage and clearance. A report that omits creepage and clearance was either abbreviated or never produced.
  4. Measure creepage on the actual production units. On a 5-piece sample, measure line-to-neutral creepage on the AC side of the PCB with a calibrated caliper. Minimum 3.0 mm for basic insulation at 250 V AC, pollution degree 2, material group IIIa. This is the strongest buyer-side evidence.
  5. FCC ID lookup. Ask for the FCC ID of the Wi-Fi module. Look it up at fcc.gov/oet/ea. The fcc.gov page may return HTTP 403 from this VM but the grantee database is real and works from a US IP. Confirm the FCC logo on the housing matches 47 CFR 15.19 label format.

A supplier who refuses steps 2, 3, or 4 is on the grey line. The verification flow takes about 90 minutes of buyer time and prevents the $3,200 retest quote.

Three concrete things that go wrong on a Chinese factory line

Most Wi-Fi smart plug factories in Shenzhen and Dongguan run three production lines: the “export” line with a real UL or ETL file, the “domestic” line for the Chinese market with CCC only, and a grey line for export-only buyers who do not ask for the file. The buyer who orders without specifying “export line with verifiable UL file number” can end up on the grey line. The factory will not volunteer this; the buyer has to ask.

The creepage question is independent of the UL mark. A factory can have a real UL file and still ship product with insufficient creepage, because UL certifies the design, not every unit. The production-line sample is supposed to match the certified design, but a buyer who changes the Wi-Fi module supplier mid-production can end up with a different PCB layout that does not match the file. The buyer-side measurement is the only check that catches this drift.

The holder mismatch is the most common dispute after the fact. The importer of record needs to be able to reach the certification holder if US Customs asks for the file. A Chinese trading company that has dissolved is a stop-sale at the US dock. The buyer should ask for the holder name and address before the deposit, and cross-check it on the public lab database.

What to ask the supplier (copy-paste ready)

Use this paragraph in the first inquiry email. The wording forces the factory to either provide the file number or admit they do not have one.

“Please confirm in writing: (1) UL file number or ETL certificate number for the Wi-Fi smart plug model, (2) certification holder name and address (must match the UL Product iQ or Intertek Directory entry), (3) IEC 62368-1 or UL 62368-1 test report summary with measured creepage and clearance, (4) FCC ID of the Wi-Fi module and grantee name, (5) confirmation that production units match the certified design (no mid-production PCB revision), (6) 5-piece pre-shipment sample so I can measure creepage and clearance on my side.”

Where this advice stops
